Law dated 17 June 2004 stipulates the terms whereby a Port Facility Security Officer Training
Certificate to ISPS (International Ship and Port Security) standard can be delivered, as well as the
contents of the corresponding training session.
GEOS is certified by the French government to deliver Port Facility Security Officer (PFSO) training
certificates to candidates who comply with the following terms :
1. « Give proof of Port Facility Security Officer training at a certified training centre » (GEOS).
2. « Pass the examination proving that candidates have required qualifications » (organised on final day
of the course).
3. « Port Facility Security Officer Training is certified by the director of the approved training centre »
(GEOS).
Objective :
Trainees who successfully take this course must be able to perform the duties of a Port Facility security agent
as set out in section A/17.2 of the ISPS Code and which includes (non exhaustive list) :
- Conduct a preliminary security audit of port facility;
- Coordinate drafting and updating of security plan of port facility (PFSP);
- Implement port facility security plan and proceed with drills to ensure compliance;
- Conduct regular security inspections of port facility;
- Recommend and incorporate modifications to PFSP to rectify gaps and update the plan to cover relevant
changes affecting port facility;
- Ensure that personnel in charge of port facility security have received appropriate training;
- Coordinate implementation of PFSP with security agent(s) of company and ship;
- Coordinate with public authorities competent in the area of security;
- Ensure that security equipment is correctly used, tested, calibrated and maintained;
- Assist the ship security officer with authenticating the identity of persons seeking to board the ship.
The trainers combine analysis of regulatory aspects, ISPS state of the art, with case studies from their own
career.
